The Singapore Personalized Employment Pass (PEP) Scheme has been introduced by the government to attract highly skilled and qualified foreign talent. The best part is that the holders of PEP can change their respective employers in Singapore without having to apply for a new work visa.

A Singapore Personalized Employment Pass (PEP) is a pass specifically meant for the highly qualified or top-tier professionals. The holders of this particular pass can work and stay in Singapore and can also change their employer without having to apply for another work visa or pass. The PEP is not meant for entrepreneurs, who wish to set up their own businesses in Singapore. Further details regarding the Personalized Employment Pass are given below.

Key Features of Personalized Employment Pass

  • The personalized employment pass is applicable to highly qualified individuals willing to relocate to Singapore in order to work and stay.
  • This pass is not meant for individuals planning to incorporate a company in Singapore. Also, a PEP holder is not entitled to form his/her own business in Singapore.
  • The eligibility criteria for PEP are stricter as compared to the Employment Pass or E Pass.
  • A personalized employment pass holder can switch jobs in Singapore without applying for a new work visa or pass, but cannot stay unemployed for more than 6 months.
  • Currently the validity of a personalized employment pass is 3 years and it is non-renewable. After 3 years, either the PEP holder should apply for an employment pass or for permanent residency.
  • Like P1 employment pass holders, the PEP holders can also bring their spouse and children (below 21 years) to Singapore on dependant’s pass.

Eligibility Criteria for the Application of PEP

From December 1, 2012 onwards, the eligibility criteria to apply for the personalized employment pass is as follows:

  1. For Existing Employment Pass Holders: In order to apply for PEP, only P1 employment pass holders who earn a minimum of S$12,000 per month are eligible. Also, they should have had a basic salary of atleast S$144,000 per annum in the previous year.
  2. For Foreign Professionals: All top-tier foreign professionals who have a minimum fixed monthly salary that is equivalent to S$18,000 are eligible to apply for a personalized employment pass.

Documents Required to Apply for PEP

  • A completely filled in personalized employment pass application form 8.
  • The copies of educational certificates of the applicant.
  • A resume of the applicant with educational and past employment details.
  • A letter of appointment from the current employer in Singapore.
  • A passport-size photograph of the applicant which is not more than 3 months old.
  • Copies of the pay slips for the last 3 months along with the bank statement and latest tax statement.
  • Details of the applicant’s passport.

Procedure and Timeline to Apply for Personalized Employment Pass

After the submission of the application form along with the required documents to the Ministry of Manpower (MOM) Singapore, it generally takes about 5 weeks for the processing and approval. Once the application is approved, MOM will mail the In-Principle-Approval (IPA) letter to the applicant’s address. The IPA letter will be valid for 6 months from the date of approval. At the time of collection of the PEP, the applicant must furnish the documents mentioned in the IPA letter.
